Will a Glock 19 holster fit a Glock 17?

Only if it has an open bottom. The Glock 17 slide is longer, so it will not seat in a closed-bottom Glock 19 holster. Many holsters are made to fit both; check the listing.

Do I need a special holster for a red dot or light?

Yes. An optic needs a holster with an optic cut, and a weapon light needs a holster molded for that specific light. Look for MOS, red dot or the light model in the holster name.
